A dramatic video captured a fire engine ladder being used as a bridge across rushing floodwaters in Oxford, Connecticut, as firefighters rescued 19 people and a dog stranded in a restaurant. The area was hit with up to 10 inches of rain in some parts of western Connecticut, causing roads to rapidly transform into dangerous, fast-moving rivers, catching drivers off guard.
