Authorities in Phoenix getting intense backlash after the release of body cam footage where the rough arrest of a black man can be seen at a Circle k gas station. The incidents comes months after of the Justice Department found Phoenix Police have demonstrated a pattern of violating civil rights and the use of excessive force.
